why is my ff xiv not letting me register a new service account and keeps hitting me with error i2501

I bought the starter edition earlier and when i tried to register my SE account to a service account it just gave me the error, I have sent support notice of this, and after they said they would look into it I haven't gotten a response. I don't know what to do I cant access the game at all
