So i made an alt on Sophia (Materia) to play with a friend from AUS. I wanted to make an FC for us. And I thought since i saw a bunch of empty plots in Wards 20+ that maybe for the first time in my FF life i might be able to get a large plot xD. well i walked up to it and it said unavailable for individuals but also unavailable for FCs ?? the whole Ward is completely unclaimed, the lottery period was active. whats going on here ? what are the requirements to get a house there ? i couldnt find any info about why these arent available anywhere ?
