The new way of handling player congestion is honestly unacceptable

There is a new system to handle disconnecting during a duty while traveling in another DC (or it seems new, because no one else I've spoken to has encountered this) where, if you need to transfer to a less congested world in order to log back in, the game forces you to abandon the duty from the login screen.

Well, my friend whose character is not from Aether got disconnected right at the end of M11 (savage) right before our party cleared. The following notification then popped onto the screen:

Normally they could reconnect and it would be solved, but since they were being asked to abandon the duty in order to log in, there was no way for them to return to the party.
Our group tried waiting to see if they could reconnect to the same world (so they wouldn't have to abandon the duty), but by the time they were allowed back in, the timer on the notification had run out, forcing the entire party to receive only 1 chest (with one single piece of loot) even though we were all eligible for 2 chests.

What is this system??? Has this been in the game all this time?
Is there really no better way to handle this, such as making it so as long as all members *currently in the instance* are eligible, at least the people that are still there can receive full loot?
And what's stopping a malicious player from griefing your loot by force closing their game right before you clear?

This is incredibly unfair to characters that aren't native to Aether. I think it would have been fine if it was implemented at the same time as cross-region play, but this experience is honestly making me scared to do any more savage reclears until congestion dies down or cross-region matching is finally implemented...
