Garlemald was Russia with Roman Empire themes? I feel like its identity has changed a lot since ARR. Even the architecture we see in Endwalker is different from what little was shown previously. Which leads me to think they didn't exactly solidified Garlemald's identity as a nation until Endwalker.
But yeah, a lot of things point to it being a mix of Russia and Roman Empire. The dishes that are said to be traditional garlean cuisine are real-life russian dishes. Ukha, for example, is a traditional russian dish. Borscht is Ukrainian, but it's also a common dish in eastern europe and has a russian variant.
Another thing that gives it away are the imperial gear. Imperial head gear have Ushanka, which is a real-life russian hat.
It's also mentioned their territories are incredibly vast (not the conquered ones, but the actual area around Garlemald) which could also be a reference to Russia also having a large territory.
I also just realized ceruleum is literally petroleum. There is literally an oil rig in Garlemald. It's FFXIV magical oil.
