I'm back in Sea of Clouds with an alt and it's same than usual: Although I'm 3 levels above foes around, with max equipment, I struggle fighting them. It's like they would be 3 or 4 levels above my own instead.
I see that only in Sea of Clouds, therefore my question: Is there a history behind this area, explaining why foes seem to be of a higher level than what they really are?
