You will need to be level 30 to start the event. The quest chain starts with Earning Your Water Wings, up at the Aftcastle in Upper Limsa Lominsa (11, 13). There are no FATEs, no event dungeons, and no currency to grind. It took me around 15 minutes without skipping any dialogue - it's just talking to the NPC in Limsa, porting to Costa Del Sol, head to the ship, do a little tour "escort". You can probably skip through it all in about 5-10 minutes - not gonna lie, the whole thing was very mediocre story-wise. The mount is a reward from the quest, the outdoor and indoor decorations are bought with gil from the Moonfaire Vendor that is on the boat behind Haermaga (Eastern La Noscea, 37, 30). There is an optional follow-up quest called Whoever Floats Your Raft, which awards 10 pinwheels fireworks. The quest itself is just the same tour "escort" for five different pairs (I'm sure this will change depending on story progression). The five pairs are as follows - Rhoswen/Carvallain, Momodi/Miounne, Fourchenault/Ameliance, Cid/Nero, Magnai/Baatu in list order. If you repeat a pair, the dialogue is exactly the same as if they never saw you. You won't miss out if you just skip these. There are also some other minor story characters hanging around in the area - F'lhaminn, Alpha/Omega, Gerolt/Rowena, Emmanellain/Honoroit/Sicard. This is also your last day to play around on the event boat - the waterslides, the cannons, and the completely optional jumping puzzle tower climb! Enjoy!
