As said in the dev panel, "Cover" as an ability is a very rarely used skill. One of the main uses for Cover is to protect a DPS or Healer who is targeted for a tank buster when the second tank is dead or not high enough in aggro. Combining Cover with a charge towards the ally is a very short-sighted and negative decision.

Most Tank Busters in higher end content in this game have an Area of Effect. Paladins can use Hallowed Ground to become invulnerable when they take their TB and cover another target to take theirs with mits. This is fine IF YOU ARE NOT NEXT TO THE TARGET.

IF a paladin charges to an ally and covers them, even if the Paladin uses Hallowed Ground, because the Paladin is now NEXT TO THE ALLY they are covering, their Ally will now take DOUBLE the damage, due to being within the area of effect of both the Paladin's as well as the Ally's TB. This will translate to the Paladin now taking damage from BOTH tank busters, and they will now DIE if this remains how the skill functions.

This is because even if the Paladin invulns their own TB, damage is determined through cover based on what the target they are covering experiences. Hallowed Ground DOES NOT make you invulnerable to damage translated through cover.

I will say again. Because the Paladin charged to stand NEXT TO the ally they are covering, the ally will be hit by the TB that targeted them, as well as the Paladin's TB at the same time. This results in both tank busters delivering full damage to the paladin through cover. Hallowed Ground will be worthless in this niche situation, and the Paladin will die 100% of the time if they choose to use Cover to protect a party member.

This will result in Paladins choosing to NEVER use Cover to protect an ally when there are two tankbusters going out. With this change, you are essentially removing one of the very few reasons Cover should continue to exist in the game at all.

If you go through with this change in Evolved, Paladins will always die when trying to protect an ally from a duo targeted Tank Buster.

Do not consolidate Intervene and Cover. Please, do not. Do not consolidate these two skills. This choice essentially removes one of the very few situations where a Paladin would want to use Cover in order to save a run.

IF you must consolidate these two skills, then please make changes to how Hallowed Ground works. As Hallowed Ground works right now, Paladins are NOT invulnerable to damage sent through Cover, and in some cases may take the full raw damage unmitigated due to the damage being first applied to the target, and then that damage being applied raw to the paladin.

If you must consolidate Cover and Intervene, then please change Hallowed Ground to now also apply an invulnerability to damage sent through Cover. If you will not do this, please change Cover to now apply a mitigation to damage received through Cover, or a mitigation applied to the target.
