We haven't been able to mount up in city-states since Stormblood in Rhalgr's Reach. I miss when people formed Goobue Lines. I want to see people driving around the cyber city on their cyber bikes. If people stacking up on top of merchant NPC"s is really an issue, then just add "Hoofing It" debuff zones to all in-door areas of Solution 9. (Hoofing It disables mounting for anyone unaware). Just treat it like you do in housing zones. Disable flying if you really need to.
