I completed Delubrum, got into Zadnor, there have only been between 0 and 2 people doing Skirmishes with me. I haven't seen a single CE either because I guess no one's there to spawn them.
The Southern Front is booming in comparison, even with the Moogle event I'd expect there to be people in the second area.
Ultimately with the right Essences and Actions it's soloable, but it's not very fun and I lost a fair bit of mettle dying to the Ice Golem several times.
