I can’t get the maelstorm levemet for lvl 30 to appear for me?

I did the level 20-25 maelstorm leves in Moraby Drydocks. The guide says the lvl 30 ones should be given by Clafumyn in Costa del Sol . I went to the location and coordinates but the npc is not there. What am I doing wrong?
