GPU - AMD Radeon RX 9070XT (power-limited)

FFXIV is installed on a 2TB M.2 NVME Gen 4 SSD.

Settings tested:
- Screen Mode (Windowed/Borderless Fullscreen/Fullscreen)
- Display Resolution
- 3D Resolution Scaling
- High Resolution UI Settings (100% HD, 200% WQHD)

Graphics settings are maxed out, game FPS cap is set to 144 FPS (Main Display Refresh Rate)

Using external tools to monitor GPU usage (%), GPU temperature (°C), and GPU power consumption (W), I found that my GPU has significantly higher GPU usage, and GPU power consumption when running at a display resolution of 3840x2160 (4K), with a 3D Resolution Scaling setting of 50%. This produces a 3D resolution of 1920x1080 (1080p), but with UI scaling adjusted for a larger 4K display output. This combination of settings results in near 100% GPU usage, and the GPU consuming ~210W. Average FPS when testing with these settings is ~70 - 90fps (depending on location, Island Sanctuary is gives ~90fps).

Switching to 1920x1080 Windowed and 100% 3D Resolution Scaling results in an effective 1080p 3D resolution. While 3D resolution is identical to the previous settings, the only thing that has changed are UI scaling and Display resolution. These settings result in GPU usage dropping by ~35%, and GPU power usage dropping to ~130W. Average FPS with these settings produce ~100 - 144fps (depending on location, Island Sanctuary gives ~120fps).

Expected behavior is that game performance at 4K with 50% 3D Resolution Scaling should match (or at the very least, be close) to 1080p with 100% 3D Resolution Scaling.

I would like to note that playing at 1080p/4K with the in-game fullscreen mode did not produce any noticeable changes in FPS, GPU temperature, GPU power consumption, or GPU usage. Dropping the graphics settings does make a minor difference at best, but mostly negligible improvement to FPS and the previously mentioned GPU metrics.

What I do not know is if this behavior is AMD specific, or if it can also be replicated on NVIDIA/Intel GPUs. What I do know is that AMD's RX 9070XT performs a decent bit worse than their previous RX 7900XT/XTX GPUs in FFXIV, so it's possible it may be a problem with AMD's Windows drivers.

My current solution is to either just deal with it, or play in windowed 1080p with 100% 3D resolution scaling, although the game will be smaller than some lalafells on a 4K display.
