This is coming from a healer.
This idea that we need to commend tanks & healers as if to pity them is really silly. You could be a respectful DPS player that's doing mechanics flawlessly and dealing the most damage in the entire party, but instead the painfully mediocre white mage with a magical girl glamour that said "Hi guys! UwU" when they entered the raid are going to scoop up every commend in the party.
Doing your job poorly as a tank or healer will earn you free commends left and right, doing your job well as a DPS (which is just as hard) will usually not earn you single commend even if you deserve one. This problem stems mostly from the fact it's hard to find out if a DPS player in your party is exceptional unless you have a parser. And we all know how the XIV community views parsing.
I think the commend system should encourage people to play well. If you want a commend, play well. In a perfect world, great players, no matter the role they play, would get lots of commends. Mediocre players would get less. Obviously commends are really not that important at all in the grand scheme of things but I personally see commends as a nod of respect whenever I give them out. I really do put a second of thought into it every time I commend someone.
If you are a DPS player that hasn't been playing since ARR and you want mentor status or the parade chocobo, good luck. Even you are lucky enough to get one commend per dungeon, it'll take forever.
My point is not that you shouldn't commend tanks or healers, but I think we should spread out the love a bit. Commend a DPS time to time. Don't just default to tanks and healers.
