Please read the actual post before judging the title, I am not insane here.
In the White Mage Evolved section of the Dev Panel it appears that they've removed Rescue and Lucid Dreaming as Healer role actions. This is okay if they are truly set on this 16 button design for Evolved, so therefore a lot of sacrifices have to be made. The Role action Rescue is not a necessary role action like Surecast, Swiftcast, and Esuna therefore it doesn't need to be in Evolved as seen in the dev build. This also probably means that Rescue is removed from Reborn Combat also for consistency reasons.
Even though the Role Action Rescue is being removed, the concept of Rescue shouldn't be removed from the game as it's an easy way to give identity to an individual job. The benefits of keeping Rescue is that it enables creativity and non-standard techniques, specifically in High-End raiding, and this would give an extra reason to bring a specific job without numerically affecting Job Balance. This is part of the shift XIV needs to make in Evercold, and I do think they are going in this direction if they Dev Panel was any indication.
Obviously the main focus of Evolved Combat is restoring Job Identity and all four healers having Rescue goes against this design philosophy. Out of the four healers try and think about which makes the most sense to have the Rescue ability. Absolutely not for Sage, there is no debate here. Scholar makes sense from a tactician standpoint, but there are various other ways to give utility to Scholar like movement speed. Astrologian can legitimately control time so it has a real argument and I really want to see the divination and time aspects be its main identity going forward. However, White Mage is the healer that actually specializes in saving people as that is already it's identity in the current version of the game and mainline FF. So White Mage makes the most sense here.
Obviously White Mage isn't going to get an extra action that functions as Rescue with the 16 button design, so it should be implemented as an additional effect to an already existing action. In the Dev Build there were three single target oGCD options that White Mage had: Tetragrammaton, Aquaveil, and Benediction. Out of these options Benediction makes the most sense to have Rescue since you already use Benediction to instantly save allies. They need to make it so when you hold down Benediction it also rescues the target, but tapping it only Restores HP.
Another great change for White Mage is keeping the gap closer as a 15y dash when an ally isn't targeted, but when an ally is targeted the WHM dashes to them (20y dash maybe?) and fully restores their health or another interesting effect.
