Every time we get a holiday event area, such as the Halloween manor, or the Christmas Starlight Stalls area, I rarely see anyone within them. The beach/boat one recently was the biggest turnout I've seen in a while, and I wish it could be like that for the other areas too. They all have so much love and detail put into them, but usually people go there for the quest completion and then never revisit. Which is sad to me, because they are always SO beautiful and would create so much more fun socializing than the three city-states we are all so used to hanging around in. I think adding incentives for people to stay there during chill times or queues would be really nice. For one, the instance specific areas should have access to the main commodities, such as: market board, retainer services, basic vendors, scrip exchanges, tomestone exchanges, et cetera, turning them into a kind of hub area instead of just a pretty place. I also think, while the Halloween disguise feature at the manor is cool, they need more activities for people to do while socializing or waiting for queues. Something similar to the Gold Saucer's GATEs (except non-instances), or in the Starlight Stalls case, maybe being able to play snowball tag. Or for the Halloween manor, being able to play prop-hunt inside the Haukke Manor area, or going on a multi-person hay bale ride.
TLDR: The holiday event areas need more incentives for people to socialize and hang out in them because they are way prettier, more detailed, and more festive than the three city-states we are so used to.
