Frontline has been plagued with balancing issues for a long while, and the current iteration is by no means an exception.
With skills balanced for (up and coming esport) CC, the devs can try to pull on the large levers to balance it in a 72 player mode - damage reduction and damage dealt %. However, it's pretty obvious that skill stacking works entirely differently to how it works in CC. Jobs that are strong in CC, and jobs that are strong in Frontline are almost entirely different, and for different reasons.
One of the solutions we keep circling back on these forums is "wouldn't it be nice if frontline was 24 man again?". It would solve a butt load of problems with the mode:
Yes, you might have to rebalance premades to 2 people max instead of 4, which would be the same as a casual CC (though personally I don't mind)
The downside is the reason why 72 man FL became a thing in the first place - more individual responsibility. 72 man fights can be fun, and it's fun to play at that scale, however I am not sure at the moment that the pros outweigh the cons.

- could potentially remove damage reduction and damage dealt % all together, bringing the scale of fights closer to CC
- reducing the crowd control spam
- reducing the damage taken - higher value for healers
- easier targeting
- pops for servers with low population (i am sure there are 24 people on OCE
)
