Frequency: After you travel, finish any Duty
Party or solo: Both
In-game time: Anytime
Area and coordinates: Main Cities and any area where background voices are used for when enough playable character are around
Steps:
1. Be around enough Playable Characters so the background voices activate
2. Walk around
Starting the game and logging in the home world or a visiting one, the voices are going to be normal, they are broken whenever you travel and they stay broken.
It's so much more noticeable after travelling to any available zone and start flying where there can be enough Playable Characters and trigger the audio (For example S,A hunting marks or group of people doing Maps) and still happens even if no one is around my Playable Character.
What I discovered it is that the Background Voices are linked to: System Configuration>Sound Settings>Sound effects; turning this off, gets rid of the audio constantly cutting (and everything else), but it doesn't fix it.
