I just noticed leveling an alt, and went back to verify.
From the 5.3 Patch Notes:
"An issue wherein the listed attributes for the item Engraved Goatskin Grimoire were incorrect."
The level 30 book (the first one you could use as a Scholar) has since 2.0 only had INT on it. With 5.3, it now finally has +MND as well. Those four levels between 30-33 are now properly statted!
