Methinks the NPCs from the various WotG city missions, such as the masked taru, etc. are the future Ark Angels
 
I don't mind speculation, but the spoiler warning was a good idea because the speculation does rely on stuff from the latest missions CSes. Let the reader beware!

I could see this idea as being true, but it has unusual consequences in the Mithra's case....
