Why Do Ranged Enemies Hit So Hard In Fates?

It feels like ranged enemies hit noticeably harder in FATES than melee ones. It's really dumb in certain ones like Dark Matters in Rak'tika because they hit hard enough that they interrupt spell-casting, but it remains true for every single FATE I've encountered so far.

Can we adjust the damage multiplier of ranged attacks on FATE enemies in general? I'm pretty sure the problem is that a generic melee auto attack formula is used for most enemies while ranged ones are programmed with specific attacks that seem like they're tuned for normal enemies rather than FATE ones.
