I just came to the realization that Gridania, Ul'dah and Limsa Lominsa aren't really great places to live.
Gridania is a theocracy that is bound to the whims of the elementals. They can't even accept refugees of a place the elements decided to hate for all eternity. If I remember right one of the former members of the Company of Heroes mentioned he had to give up drinking, gambling and whoring to reintegrate into Gridanian society. Which gives me the feeling they have some kind of morality laws.
Ul'dah is a capitalistic dystopia ruled by greedy and corrupt magnates and aristocrats that regularly do underhanded things to gain more wealth and power. This place is pretty upfront with its downsides.
Limsa Lominsa seems to be trying their best to go legitimate but they were a collection of outlaws and pirates not to long ago and it shows. Human trafficking seems to be a massive problem there. Getting kidnapped or murdered seems to be a real possibility.
