As soon as I heard the Swarthy Sailor's voice when leaving the ship during the intro to Dawntrail, I knew where I heard that voice before. It sounds exactly like Sheogorath's (Mad God's) voice in ESO.
I even pulled up samples on YouTube next to each other and played them back to back. Seems it matches up almost exactly.
