Having this problem for a week now, just wondering if anyone else has this exact same problem. Only works if I exit completely out of steam and I get to use Alt+3 again, but when I turn it on It doesn't. I'm not sure why, maybe a bind on steam overlay or something..? Appreciate the replies and views, have a nice day.
