Experienced this on my Machinist doing the level 70 quest. I have not completed the quest "The Brume Lifts" on this character, however when doing the instance for "The Mongrel and the Knight," the wooden platforms that appear after completing "The Brume Lifts" already appear.

Housing: Sort of? The Brume Lifts is Firmament related
Steps:
1. Have not completed "The Brume Lifts," so in my regular play, I don't see the reconstruction platforms going up in Foundation normally.
2. Start the solo level 70 instance "The Mongrel and the Knight"
3. Observe that when you are doing the battle in front of the Arc of the Worthy, you can see reconstruction of the Brume has begun (the platforms going up). That flag shouldn'tve been triggered on this toon yet.
