Were Emet-Selch, Lahabrea, and Elidibus going around, finding shards of previous Convocation members, and going like "Hey, you're like, evil and resemble our friends from 12,000 years ago. Wanna have uninhibited power to fuck around and do whatever you want? Also we're never gonna check up on you to see if you're actually doing anything that aligns with our goals." Like deadass what was Amon even doing for all that time? He does kinda just straight up state that he was waiting for an excuse to have Zodiark killed. But also there's still a few Acians doing their own thing behind the scenes, as evidenced by the whole post-Dawntrail thing. The fuck were they doing while the Final Days were happening? I can only guess that they're still trying to cause rejoinings, but it's hard to believe that when they didn't do shit while Fandaniel was on his way to do the one thing that would've fucked that up for everyone.
