TLDR

If the enemy pack lives for 30 seconds or more and you the samurai have no buffs:

  • Open with 2 single target combos if there are 3 or 4 targets;

  • Open with Meikyo Shifu Jinpu if there are 5 or more targets;

  • Do not skip buffing yourself.
Terms

  • 2st opener: Start with hakaze-shifu-kasha hakaze-jinpu-gekko, followed by AOE loop

  • meikyo opener: Start with meikyo shifu jinpu, followed by AOE loop

  • no-buff opener: Start with meikyo oka mangetsu, followed by AOE loop

The cut-off point of each opener is when the samurai reaches 0 meikyo charges and 1 sen.

Cooldowns such as tsubame-gaeshi and hissatsu: guren are not considered because they contribute the same amount of damage to each opener.

Method

For each opener, calculate the following coefficients:

  • g number of unbuffed gcds to execute opener. This is not an integer due to shifu buff.
  • s single target potency in the opener
  • a aoe potency in the opener

Result:

  • 2st opener: g = 9.96 s = 237 a = 197
  • meikyo opener: g = 7.19 s = 110 a = 220
  • no-buff opener: g = 4 s = 0 a = 272

For the AOE loop, calculate the average potency per target per unbuffed gcd l:

  • l = 271 with both buffs
  • l = 226 with no buff

Let t be the number of unbuffed gcd until the pack is dead.

Let n be the number of targets.

Total potency is calculated thus:

total_potency = g*(s + a*n) + (t - g)*l*n = g*s + (g*a - g*l)*n + l*t*n

This number can get pretty big. Divide it by t*n to arrive at potency per target per unbuffed gcd, which is easier to understand:

potency_per_target_per_gcd = g*s/t/n + (g*a - g*l)/t + l

Tabulate potency per target per gcd for t = 11 to 17 and n = 3 to 9 to arrive at the TLDR.
