Rework Crystal Tower raids to make them more enjoyable to run

With the Relic step requiring people to run Alliance raids a lot, people are getting tons of Crystal Tower runs.

But as most of us know, Crystal Tower is incredibly boring (Void Ark is just as bad btw). You're level 50 with barely any skills - VPR has literally 2 buttons that barely do anything. The ilevel sync is so high most mechanics get skipped, for example the 2nd boss of Syrcus Tower with the platforms. I've never even seen the platform mechanic. And because it's the only raid that is required by the MSQ, it's by far the most common to get.

So it's extremely boring, and you get it constantly. Something needs to be fixed. Either rework the encounters to be more interesting, add more skills that are synched down, lower the ilevel sync so you have to do actual mechanics, make other Alliance raids MSQ required so more people unlock them, or move CT to a different roulette.

I've had entire groups quit as soon as we zone into CT. And I've seen nothing to indicate that the Devs care about this issue or are even aware of it.
