PLEASE NOTE THAT THIS IS WHAT WORKED FOR ME BUT I DON'T KNOW IF THATS THE SAME FOR EVERYONE. Don't go breaking your computer over a game 
Okay so a while back i posted in here asking for some help on how to make my razer raiju ultimate work for ffxiv and still have it work for any other games i have on my pc. Today, I did it and thought it would be a good idea to share my process with anyone else who might have been having the same issue.
Step 1 - Check the controller on ffxiv. mine had two options for controllers to use - Razer Raiju Ultimate & Controller (XBOX360 for windows). The razer raiju option NEVER worked and could not be calibrated. The Xbox 360 option did but the controls were all jumbled up.
Step 2 - Open the device manager on your pc and find the controllers in there. Should be two - Razer Raiju Ultimate Bluetooth (I had mine connected through bluetooth) and HID compliant vendor-defined device. This is where it got a bit tricky for me but hopefully now that i have done it, some time gets saved for you guys
Step 3 - Look through the HID compliant devices and find the one that appears and disappears whenever you turn your controller on or off. At first, I thought it was the Razer Raiju option but after a couple restarts, i realised that was not the case. Anyway, if all the HID devices have the same information on them, highlight one and then turn the controller on or off, that should help you pinpoint which one shows up and vanishes with the controller.
Step 4 - Once you find it, open up its properties box and go to the driver section and disable it. You might need to restart the computer once you do it so be ready for that.
Once all of that is done, you should be good to go. If anyone sees and tries this, i really hope it helps because I've spent months trying to make this controller work. I'm stubborn like that haha
Edit: You may want to check your alias settings the ffxiv.cfg file. I changed mine but as I typed all of this out, I went to check and the alias code had been changed back to its original one so I dunno about that. for reference, the current code i have in the file is Alias {34,35,32,33,39,38,36,37,43,42,40,41,9,7,6,8,4,45,2,5,47,3,0,1}
