Tier 5 elementals drop 2-5 fragments, depending on which elemental they are. Each section of Bozja has different Tier 5 elementals, such as Thunder in the first tier, too Wind in the third section. You can kill them with reflect at any time without taking any damage. You can do this with lower tier eles, but the drop rate is much slower.
I did over 600 in a single thunder weather down in the original region, bottom right of the map. Those drop 4-5 per kill of the potion/phoenix down one.
