I'm bringing this up because the primary way content sellers advertise their services is by making a fresh character, then opening a party finder for the level 50/60/70 duty roulette...which they cannot actually run due to not even having a single instance unlocked at level 2.
If they are not able to do this, they would be forced to level their characters until they've actually reached the appropriate part of the MSQ for roulettes to have become available, which would by extension make keeping them blacklisted less of a chore as it would take them that much longer to reach a level where they can post ads again and possibly discourage them from doing such altogether.
If these players are not considered in violation of the ToS, the least that can be done is making them less of an annoyance for people who don't want to see their ads.
