Casual content is severely lacking in this expansion. Most people (who wanted to) cap all their levels to 100 have already done so by now.
The appeal here is that we need this content now, not later. Some critics say delay it.
Delaying the casual content just because the next four savage tiers are coming out isn't a particularly great idea. We're losing the player base and we need some casual content to keep busy.
Savage players are going to play regardless, but maintaining the casual player is crucial right now. Waiting any longer (ie pushing it back to April) is going to further thin out the game. Chaotic Alliance came out in December, and we're in a draught to keep the non-raiders busy.
I'm very hopeful that the Occult Crescent is available Day 1 on Patch 7.2 content.
