I was genuinely surprised when Beastmaster pets were allowed to be summoned in city areas. I thought the whole reason that mounts aren't allowed to be summoned in these cities is because they'd clutter the streets/cover people up/generally be a nuisance. But Beastmaster Pets do all of these things: arguably worse because they don't overlap with the player model, and a lot of mounts are smaller than the pets are.
So I'm curious if anyone knows or can speculate: what's the justification for not allowing people to mount up in cities, if BST familiars are OK?
