Is There Any Good Reason For "skill Sync" In Dungeons?

I understand that, in order to make it easier for new players, there are few skills in the early levels. However, I wonder why SE couldn't just adjust the power of the abilities to lower levels and keep them unlocked when your character is doing a lower level dungeon. I mention this because a lot of times, when I'm doing a roulette, I have to do a relatively low level dungeon. The problem with this is not its difficulty, but rather than the rotation for the class is extremely simple for lower levels (in my case, as I'm playing a monk, it involves literally 1-2-3 non stop). It is quite tedious to spend half an hour doing this, so I would like to know if there is any rationaly for it being this way, and if not, why it has not been changed at this point.
