Housing Lottery
This is the fairest way I can think of for making housing available to all, and shouldn't be too much trouble to implement. No more click grinding or bots. Plot costs should probably be increased to a very large amount gil like it was at 2.0 launch. Let me know what you guys think as I'm fairly new to looking for housing.

- Totally remove placard purchasing/transfers
- Weekly lottery in each district
- Medium and Large restricted to FCs
- Small open to all who meet requirements (GC Rank/MSQ)
- One per account
- Increase plot costs
