A note for people wanting to do the pre-quests before patch.
Although the patch notes say:
Players must complete the quest “Ronitt to the Rescue” and the series of sidequests that begin with the quests "A Village of Woe" and "A Disagreeable Dwarf."
You likely already have "A Village of Woe" (Wright) and "A Disagreeable Dwarf" (Tomra) complete because they are aether current quests, but you have to do the remaining quests of each chain, if you have troubles finding the next quests:
For "A Village of Woe" chain the quest you might be looking for is "Talos, Interrupted" given by Eueliss north of Wright https://i.imgur.com/FkPugKR.png followed by "The Cape in Bloom" and "Wright for the Job".
For "A Disagreeable Dwarf." chain if you have the emote /laliho you already have this done. If you don't, then the next quest in the chain is "Almost a Friend" given by Ronitt north of Tomra https://i.imgur.com/yaKlbaG.png and ends when you get /laliho
Once you finish both quests Ronitt in Tomra will have "Ronitt to the Rescue", and doing that should be enough to unlock dwarven tribes.
