this would be a new feature in FFXIV and it wold work like this:
1). commercial district is a district like the housing district. there are districts for every DOH & DOL job.
2) you buy a property similar to buying a property for a house.
3) the commercial property comes in 3 sizes small medium and large.
4) the property once bought is locked to that specific DOH or DOL job.
5) you purchase set grid sizes that allow you to commercial create certain fish, trees, botany, mining or any other item. these can be purchased in small medium and large sized grids.
6) there are furniture items to buy that you can use to process your farm yields to make different more desirable items, that can be put on the MB or used for other endeavors.
7) the commercial endeavors would need many people working on them to complete tasks and objectives and keep item production up. so they would need to operate like a FC. so they are not easy to do as just 1 person with a lot of gill. there would need to be lots of tending to the business by various individuals.
8) there would be mandatory gathering area like a giant mine, sea, forest or anything else that every player would have to grind in to bring back resources for the district;.
think about how Mikimoto cultaves oysters for pearls and you will start seening how the design would work.
