Small disclaimer for any moderator. These are my own humble opinions that I have typed out to start a discussion. I am not claiming to have any knowledge of what SE intend or have intended to do with housing, nor am I making any direct accusation against anyone.
For anyone wanting to say "you're just mad that you don't have a house", I managed to snag a small in Shirogane after spending 48 hours up, clicking on plots until I got one in Lavender Beds and then re-located.
tl;dr Adding more plots if and when we get Ishgard will not fix the housing issue as those already taking advantage of the system will continue to do so.
Housing has always been an issue since it was introduced and every change seems to make it worse and worse, it only seems to reward those who want to cheat the system somehow. If housing is supposed to be a precious commodity then obtaining a house should be fair and offer EVERY player who attempts to purchase one an equal chance. I'm sure a lot of people have acquired their abodes normally, but seeing how many people are selling their houses for gil or real money makes me wonder whether those who are playing legitimately are in the majority.
Legitimate housing purchasers are hindered further by toxic players looking to get every advantage. A player summoning a large amount to hide the placard to inconvenience players doesn't seem to be an issue.
Housing Timer
The current housing timer is not fair and in fact promotes botting. With the timer being random, it does not favour normal players who can click every now and then between queuing for dungeons. Rather it favours players who can set up a bot to click for them, almost every second, for the entirety of the timer. Whilst a normal player can get lucky and click at the right time, it's much more likely that a player who sets up the bot will luck out as they have more attempts.
Furthermore, a legitimate player is sat in front of their screen for the entirety of the time they are clicking whilst the botter can leave it running and do other things both on their PC and off their PC. Here is the evidence that there is a housing buying bot. Before I'm accused of being a botter myself in a mid to deflect from the issue, a simple Google search displays the bot forum as well as the screenshot linked.
A possible solution to fix this is to implement a lottery system, once a plot becomes available for 24 hours it sells lottery tickets for the price of the house. After 24 hours a winner is chosen and the unlucky losers can sell their ticket back for a refund. Only one ticket is allowed to be purchased and it affects both new buyers and re-locators.
