Why "just reducing the potency" won't work for later level moves when sycning down.

Saw this disscusion in the "My leveling roulette experience lately" post and it just seems like people are fundementally not understanding why it won't work. It's not about the amount of potency alone, it's about the amount of potency in a given amount of TIME.

Let's use 25 seconds as the time (10 normal GCDs) with my main job as an example, Reaper. Syncd to level 50 in 10 normal GCDs the total potency in 25 seconds doing a correct rotation would be 3640 potency (Shaodw of death+3 full melee combos+1 ogcd blood stalk)

Now let's take Reaper being able to use every ability at level 100 syncd down to 50 and I'm going to reduce the potency of the later level moves reaper doesn't have at level 50 by 50% to keep it in line with certain moves having more potency then the first melee combo move, example Void reaping/cross reaping goes to 300 potency instead of its 600 at level 100 to keep it more powerful than slice is at level 50.

With this reaper would go from doing 3640 potency to 4770 (Shadow of death, slice, soul slice, plentiful harvest full enshroud combo). A ~31% increase in total damage in the same amount of time. Imagine doing a level synced down leveling roulette with 3 other people having around this damage increase compared to what it is now. ARR boss fight that already last barely over a minute would now be 30 second fights and if there is a player that is on level for that dungeon they would feel basically useless, i know i would at least.

If the potency of the moves were reduced further than this 50% (at least on reaper) then they just wouldnt be worth using over the basic 1,2,3 combo. Gallows/gibbet even AT 50% reduced potency would be doing less damage then waxing slice does in combo where at level 100 they do MORE than Infernal Slice

They would either have to massively change how potency works, make using later moves a loss in potency over a basic combo, or increase every enemy health in every dungeon by a massive amount but that solution won't work because what if every person in the dungeon is the approptiate level for it?
