Just adding this in here so that it don't get lost in super old threads because none of the fix suggested helped me until this one.
If Portforwarding, reinstalling , deleting everything in the folder to uncheck the folder, disabling firewall fails, like it did for me :
Check your your internet DNS and see if you're using Google DNS 8.8.8.8 and 8.8.4.4. I stop using that and used the Dalamud Launcher and the update starts downloading for me.
So it's either the DNS or use Dalamud Launcher or both if the old methods still don't work for you.
