The Lv98 Summoner Trait “Enhanced Addle” has me wondering: Am I supposed to be using Addle?

I’ve sporadically used it in the lvl1-10 range before but I plead complete ignorance as to its actual value. And I add complete ignorance +1 as to why it’s important enough to add a lv98 trait for increased duration.

Is my Summoner supposed to be using Addle?
