The current wards would not need to be changed, but three things could be implemented so that everyone can enjoy housing without needing this lottery system, which honestly shouldn’t even exist.
1) Add Free Company districts so that Free Companies can unlock one in the desired housing area (Lavender Beds, Mist, The Goblet, Shirogane, etc.) at a certain rank (estimated at rank 12 or higher) and by completing objectives that take more or less time to achieve (to avoid giving a district too easily to a newly created FC, for example, and to make it something that is truly earned) with the help of FC members.
By “district,” I mean that an FC would have the possibility to get a whole additional instanced ward reserved exclusively for them, where each member could obtain their own house within the district depending on their rank (for example: the FC leader would have a large house, an officer a medium house, and a regular member a small house; and the FC leader would be able to choose which member gets which house size based on the rank and permissions they are given).
In addition, this would allow members to relocate their current personal house (unless they prefer to keep their house in the classic wards, or if their house size is no longer available in the FC district — in which case it makes sense that they wouldn’t move) into the FC district, with the guarantee that if they are ever kicked from the FC or leave it, they can relocate again with certainty into a classic ward of their choice, keeping the same house size they previously owned (and as for how this would work, you’ll see at the end).
2) Since an FC can now have its own district with an annex after a certain amount of hard work and once members unlock their district, the FC leader would be required to relocate the FC house (if it exists in the classic wards) into the Free Company district. Of course, they would be able to choose a large house as the FC headquarters, which would have additional rooms compared to members’ houses, which would remain personal houses only.
