Should I make a character on Dynamis or Primal?

The Road to 90 buff doesn't matter to me. I figure Primal is likely more full of people vs Dynamis but that doesn't particularly matter to me until I get into the dungeons outside of MSQ I suppose. This is for an ALT character.
