Please fix Quicksketch putting Elixir on a 3s cooldown (PCT)

It's so embarrassing when a paladin covers you and goes into guard. You just stand there and have to watch their guard expire because you can't use elixir. Meanwhile they probably think you're an idiot that doesn't know that you should be doing just that right now.

The problem is: You'll use smudge and quicksketch when you are at low health and try to escape (and fight enemies off, esp. if you can unlock mog/madeen --> CC enemies to save yourself).
At the same time a paladin will cover you when you are...at low health.
Because of this relation it happens way too often that your paladin catches you right after your having used quicksetch.

I "get" the basic idea that the cooldown equals the hard cast time to give you a trade-off for quicksketch's mobility. But there's no reason to extend this skill lockout to elixir. I'm not going to massively oppress the enemy team only because I'm able to elixir just like everyone else.

Please change this.
