In-game time: 12:52pm (at all times)
Area and coordinates: occult crescent north horn base camp
Housing: n/a
Steps:
1. Done north horn quest "In the Shadow of the Tower" until gated by Knowledge Level 40 requirement
2. Currently at KL 24?, so quest icon turns red
3. Logged out of game completely
4. Next day log into game, quest icon turns green, as if ready to turn in quest (???)
5. Goes in North Horn base camp, Ketenramm quest icon is Green too
6. Talk to Ketenramm, quest unable to proceed as intended...icon turns back to red
6. This will repeat everytime I log out & log back in
