There are people who farm those.
So what issues it does create?
Each FC House can have a workshop to build a submarines where at lvl 80 those bring about 3-4 mil before expenses per week ( fuel , repair kits ) to the owner.
What does happen is that this system is abused and does support the market what shouldn't even exist.
Of course all of this does take lots of time yet it can be extremly beneficial specially if on alts your retainers "work" in a proper optimal setup to generate gil - math i leave to each one of you.
Math i leave to each one of you - I think that a house access should be limited to 2 (Personal / FC ) per whole account not just an each character.
