The fifth piece of iLevel 50 (artifact) job gear should be level 45 and acquired with the rest of the set as part of the level 45 job quests. Just stick it with one of the other pieces as part of the existing quests.
It is completely redundant as part of the level 50 quests, which now also provide the iLevel 90 gear, but would be a welcome upgrade at level 45.
