Maim and Mend trait does not work for various healing actions on magical ranged DPS

When comparing the output of various healing actions on magical ranged DPS there is numerical evidence that the trait Maim and Mend II does not apply to the healing given by following actions: SMN's Rekindle, SMN's Everlasting Flight, SMN's Lux Solaris and PCT's Star Prism. The trait does seem to apply to RDM's Vercure and that action is used as the basis for numerical comparison.

Steps:
1. Unequip all gear on RDM, SMN and PCT except their Hellhound weapon. This should give equal Intelligence and weapon Magic Damage across all 3 jobs.
2. Repeatedly use RDM's Vercure, SMN's Rekindle, SMN's Lux Solaris and PCT's Star Prism and note the healing amounts of these actions.
3. Note that the healing per potency of Vercure is 30% higher than the other actions, matching the boost provided by the trait Maim and Mend II, as shown by the following table:

4. The numerical evidence for Maim and Mend II not applying to SMN's Everlasting Flight is more complex since the action is performed by Phoenix and is subject to the pet's specific output scaling. The effect can still be seen by comparing two ratios: the SMN's damage-per-potency to healing-per-potency ratio and Phoenix's damage-per-potency to healing-per-potency ratio. The following data was collected using current endgame item-level-790 gear:

Maim and Mend II applies to Ruin III and does not apply to Lux Solaris. The result of this gives a damage-per-potency to healing-per-potency ratio of 1.7. Maim and Mend II also applies to Phoenix's damaging actions. If the trait applied to Phoenix's healing actions as well, we would expect to see a lower output-per-potency ratio than the SMN's 1.7. However, we see a similar ratio for Phoenix's actions.
