This is a feature I and my friends have had some frustration with. The way Khloe is setup, until you hit endgame on current latest expansion, the journal is locked to only give ARR/HW options. I watched the cap, in real time [except the 1-2 years i didn't have internet], move from Shadowbringers, to Endwalker, to Dawntrail, and I've been consistently behind. While players from far longer than me, or speedrunners who don't bother with any side content, don't have issues with this, for people who really wanna see the game as a whole, are newer, and/or don't have time to devote, the issue is thus:
You have passed level sixty. Maybe you're eighty, or ninety, or one hundred like myself. You might be in shadowbringers, or endwalker, or dawntrail where content is running roughly 75-100 ..... but you are stuck on level 60 content. You spend months, or years, grinding the same 20 dungeons/raids/trials....and you can't get out of it. It gets boring, very fast. You don't get much anything for experience, because you might be 40 levels above said instance.
My suggestion is thus:
alter it in such a way that when you complete an expansion and move onto the next, whatever content you unlocked in that previous expansion applies. so if you're in SHB you can do stormblood prior, endwalker is shadowbringers prior, etc. this would make the game feel less "stuck" for a lot of us.
