GMs should not be restricted from investigating issues that happen outside the game

Why did I hear this from a GM when reporting a racist, homophobic & aggressively toxic parser?

To preface this: I get people can be awful degenerates without so much of a push, but sometimes people need to be censured for the good of the community.

I contacted this GM just to see about reporting a specific player from Aether who rampantly stalks, harasses & slings slurs towards other XIV players on social media like X/Twitter, the slurs often being of their race or sexuality, as well as blatantly flaunting prohibited behaviour like raid parses as justification for their behaviour.
Like, that's generally shitty & moderation worthy behaviour...right?
And there's literally no way that this player's behaviour does not bleed into their in-game activity...right?

But no. Why are GMs restricted from investigating circumstances like these, even if only in a targeted capacity? I'm not talking about GMs roaming twitter looking for sus gposes & the like, but actual hateful behaviour from detractors in the community, that people bring to the GM team that is targeted towards the game's playerbase. I provided them with everything to chase this issue down to the wick - Identifying info for both in-game & their Twitter account, showing that they are run by the same person, examples of their ToS breaking actions...but again - it's off-game, can't do anything.

That makes no sense.

Here, we have a malicious entity that is flagrantly breaking the game's ToS with vile & reprehensible behaviour as well as blatantly flaunting the 'Don't ask, don't tell' dynamic between Us & the Devs that has lately been sorely tested one way or the other. And all cause they are rampantly racist & homophobic, and feel the need to use prohibited activities to justify it...but because they do it on social media whilst SINGLING OUT OTHER XIV PLAYERS makes the issue impossible to investigate? Meanwhile every day they are free to do this they are actively impacting the game's image & player base with their unprovoked, cancerous hate & racism?

It is an issue to me that such a glaringly flagrant loophole in the ToS exists. One that probably shouldn't be ignored, right?

Suffice it to say - My disappointment is immeasurable...and my day is ruined. IYKYK.
