Game Stuttering After PC Upgrade

I just started a trial account recently and was having a fun time, but I started getting horrible stuttering after upgrading my GPU and RAM. I can't post on the official forums because trial account...

Anyways, here is what I had before upgrading:

CPU: AMD Ryzen 7 3800XT
GPU: Nvidia GeForce 3060
RAM: 32GB DDR4 3200
Storage: SSD
Display: 1920x1080 144Hz

And after upgrading:

CPU: AMD Ryzen 7 3800XT
GPU: AMD Radeon RX 9070 XT
RAM: 64GB DDR4 3200
Storage: SSD
Display: 1920x1080 144Hz

Any ideas as to why there's an unplayable amount of stutter now?
