Game crashes after hitting play without an error code. (Steam ver.)

I recently re-subbed and downloaded the steam version of the game but every time I log in to hit play it launches the game at a black screen (no sound or anything else) for a couple seconds then completely crashes with no errors.

Things I've tried:

1. 
   In launcher restore button (basically just reinstalled the entire game)
   
   
2. 
   launched the game through xivlauncher
   
   
3. 
   launch everything as admin
   
   
4. 
   manually delete files and fresh install (doing right now)
   
   
5. 
   disabled every overlay
   
   
6. 
   checked all drivers (all are up to date)
